This is a 2 tier crate. I saw this on-line somewhere I will attempt to explain how it's done. (If you know who thought of this let me know I will give them credit)
First you will need to rescue 3 milk crates.
You will need to cut the bottom off flush from one milk crate, this will be the top lid. The second you will also need to cut off about 4 inches up. This piece will be the top storage area.(If you look at the black part of my crate you will see what I mean.) All pieces should fit together, provided all your milk crates are the same size.

Small easy access area created with the bottom part of a milk crate.

Storage area lifted to access large storage area.

I drilled holes and used zip-ties for the hinges.

I use bungee cord and hooks to keep the lids secure so everything doesn't dump when I lift the top to access the large storage areas.

If you have any questions let me know.

Good idea, Mark and I were just talking about putting lids on our crates the other day.

Bobby, how easy is it to access the contents underneath the top tier? Is it awkward trying to get to it while turning around?

It's not too bad accessing the bottom section. I have found that if I keep my crate as far back in the tank well as I can, it's easier to to get to. There is less twisting involved just a little more stretching. I'm not 20 years old and all that twisting hurts my back. I keep the things I use most often in the top tier. The top holds a lot of stuff.

As I mentioned above, I have been thinking about ways to secure the top of my crate, and while bob has a great custom crate but I also wanted to throw this out there.
