Pelican Island is a nature preserve. The road is called "Jungle Trail", off A1A. The road is dirt, but is maintained well. It's a couple of miles to the primitive launch, but it's obvious when you see it. There is parking for maybe a half dozen trucks, but there is rarely more than one other person there. This area is protected from all but the worst winds. Along the shorelines, you can catch snook, trout and redfish back to back. Along the outer West edges, tarpon can show up in the summer..
