Launch site owned by River City Canoe and Kayak. Launch is on Harrods Creek. Their website says there is a $5 launch fee, but I spoke to them and there is no charge if they are not open (and you are welcome to use the dock). There is parking available. You have to walk down some stairs to the launch site, so you will have to carry you gear. Otherwise the launch is very close/easy.
