City Park. Opens at 7am. Two kayak/canoe launches take you through mangrove tunnels out to the flats. (These can be extremely difficult on a negative low tide)Other areas to launch can be accessed by using a kayak cart. Great grass flats adjacent to MacDill AFB. (There are restricted areas to the southeast, pay attention to the signs).
